If they're shutting down the steam sauna it sounds like they aren't tolerating it. I can't imagine what else they can do to prevent aside from having someone supervise the area or installing cameras. Also, i just remember that sometimes fathers bring their kids to the bathing area. I hate to be the "won't someone think of the children" type of guy, but i think i would seriously get violent if two guys were doing that with kids around.

Sojo tends to have young horny couples getting too frisky, but if you try that in any public area you'll get called out on it asap by the workers. And most of the sojo pools and saunas are co-ed so you wont see men getting too comfortable with each other. The only place it could happen is in the mens locker room and those spaces are pretty open plus they have workers walking all around so unlikely for anything to be going down there either.
