That's exactly what they do, they will either look at their phones or talk among themselves, but won't say anything to you or make eye contact. It's like you're not even there. With most of them, you could stand there for 1/2 hour and they will not approach you in any which way. So you basically have to have an eye for who is who. I went through this on my first time back to this city almost two years ago. I saw like 3 standing in the doorway, no eye contact, nothing. Then again with a group of 5. It's going to get a lot easier summer come because one thing I noticed about these venezuelan girls is that they love those hand all the way up their arm tats. They also seem to like wearing baseball caps, some wear them backwards. You don't see any of that with the civilians in that area which are mostly mexican, ecuadorian and some colombians/dominicans mixed in.
