Some years back I actually mongered in Kawasaki (it's about 45 to an hour high speed train ride from Tokyo), supposedly home of the OG Nuru massage. Speaking of Nuru massage, I experienced Japanese, Korean, and China Nuru massage when I visited each of the countries. Surely the most authentic one is Japanese but lots of shops are not open to foreigners. Korean one is not as authentic as Japanese but the girls are usually more beautiful and they are creative. Nuru uses Nuru gel, not oil. Nuru gel is water and seaweed based slippery fun that doesn't leave your skin feeling disgusting like oil does. I've never been able to find a provider here in the US.

There have definitely been some providers on PD that used nuru gel, but yes it seems to be rare here in bay area.
