Kim has a very pleasant personality. She told me the place has a new owner and business is slow. She seemed to be trying to tell me the owner has instituted some restrictions which have dampened “customer loyalty”

I think my comment was ambiguous. I think the new management took over about four months ago and added restrictions which slowed business. Sometimes money talks and restrictions may slowly disappear. Just my opinion
