I still say this does not add up.
If LE suspect something untoward is happening inside a place they simply obtain a warrant for surveillance (it's a simple procedure), send in their dopiest looking rookie with no-brainer instructions and within an hour they will have all the info needed. Cops, positioned to watch cars leaving parking lots, looking for mongers with big grins, to pull over and ask what they just did in that establishment is far - far - fetched, not police procedure, possibly unlawful, probably harassment.
