no, many states routinely offer administrative diversion programs to low level first time offenders, even if the case is rock solid. it's more a matter of reducing the load on the courts.

....And so they spent a ton of money and basically got nothing to show for it. They want all areas to do this?!? most can't and won't spend that kind of money to shut down spa's. With all the money Kraft has at his disposal he really has done nothing either.

Thats messed up. There could have been women paying for happy endings as well. But only go after the men....what a crock
