I still want to see how they are going to get around using the video in court. The fact that they already offered Kraft a deal already might be prosecutors knowing that it might not stick.

no, many states routinely offer administrative diversion programs to low level first time offenders, even if the case is rock solid. it's more a matter of reducing the load on the courts.

....And so they spent a ton of money and basically got nothing to show for it. They want all areas to do this?!? most can't and won't spend that kind of money to shut down spa's. With all the money Kraft has at his disposal he really has done nothing either.
