You write a review and when it gets approved you get 60 days (i think) access to private details. A new review adds that many days to what you have left on the day it is approved. Your account balance is the number of days of access you have accrued based on approved reviews.
I think this is how it works.

What I remember seeing a few days ago is that a review gets you 45 days of "private" access; it was recently increased from 28 days
