I think there's a trade off; earlier times and you can be sure the girl isn't dog tired (unless she didn't get enough sleep) but they might be short staffed, but later shifts might be so busy that they rush you. The absolute best situation IME is early evening but during really lousy weather. Business is slow but they have a full staff. They might be bored so you may have a chance to sip some rice wine with MMS.
