Could not agree more with the author. I disagree with some of the numbers he quotes but it is an excellent write up and IMHO very accurate for the most part, including the love for chase (and bofa) for banking and the affinity for super premium brands such as Prada, Gucci etc among the providers 
I have frequently asked this same question to some Leo friends of mine and the most common response is that amps are an easy target and help local cops meet targets or goals.
Occasionally they find illegal immigrants especially among the Chinese amps but most cops/officers do not escalate to ICE or Homeland security - mostly to avoid the tedious paperwork that involves!! Also almost in all cases I have known of the monger/client is not charged or detained and is usually let off in a minute.
I have personally been a part of a live "bust" in Central nj - I was a client being serviced when the place got tossed! True enough, I was told to leave and they did not even ask for any ID.
