This is in a stark contrast to only a couple of years ago when the LE tried to tie every spa to human trafficking, and many raids were accompanied by DHS officers. Have they learned the lessons that most amp ladies are not victims of trafficking but just trying to make a living with limited language skill and take care of their families?
That's not what they're publicizing. Their statement indicate:
They still think customers and managers can and should be prosecuted
Prostituted women should not be prosecuted, presumably because most of them are trafficked or coerced by economic injustice and by income inequality
Women that work as managers or provide together can still be prosecuted
The DAs may not have time to prosecute customers, managers, etc. if they are overwhelmed by attacks on police, other violent crime, or due to decreasing numbers of LEO to make the arrests.
Even with the Nordic model (prosecute men but don't prosecute women), providers have complained that they can't work kegally if customers are subject to prosecution. The typical response from the reformers is that they still don't want to encourage prostitution or make it easier for the women.
