Of course LE can be a factor, but in general, they are looking for trafficking and other nefarious activity. Consensual massages I doubt are at the top of their list, if so, there would be WAY LESS of these places. Lets face reality, most LE either doesn't care and or is customers themselves. Everybody needs a good massage!
