I guess in general I'd avoid affluent, predominantly white towns where the Karens are likely to complain about too much traffic or anything sketchy looking. Towns where there are long established providers are probably safer, since it's likely they're well aware of what goes on there. Plus LE in wealthier towns have less real work to do.
That said, it's a risk in any town if there are enough complaints. Edison and woodland park have had crackdowns as well as others like FL, Paterson and Hackensack a few years ago. But it seems like the risk of arrest is much higher for providers than customers, and it's a tough charge to prove against a john so I doubt it's worth the bother for LE. They'd either have to have an undercover officer posing as a provider, a cooperating provider, or hidden cameras. I think these are all much harder to do than having LE pose as a customer. The Kraft case showed us that.
Seems like in some other towns like Passaic they're more likely to harass parlors by citing them for license or health code violations, so the chance of an actual "raid" are probably lower. But there's always a risk someone will complain loudly enough or some zealous local politician will make it a crusade. And I'm sure even a "raid" for health code violations is nerve-wracking.
