The good news, no monger was arrested.
I am very familiar with the charges and the LE operations conducted. NJ, NY, CT, PA. I am familiar with how municipalities, cities, LE agencies operate.
No, not personal experience by getting arrested. lol, or because i 'am LE. non of that.
The statute reads like this. N.J.S.A. 2C:34-1, it is a crime to solicit another to engage in prostitution.
the charge for the monger would be N.J.S.A 2C:34-1, B- (1)
vague as shit. the sheriff, who is an elected official, charges the mamasan or papasan with? correct, Maintaining a House of Prostitution a-3 and? yup, Soliciting Prostitution 4-c.
The hotel lady gets charged with? soliciting prostitution. b-8
please google the law and you'll see what i am talking about.
easy arrests, nice press release. everyone arrested gets a desk appearance ticket with a court date down the road.
So this is how they set up the operation. please understand that the article is a press release of the sheriff. example?
"under the leadership of Sheriff Richard Berdnik". a puff press release.
so maybe they have a few community complaints, maybe. sheriff has a meeting with some of his captains or lieutenants. a couple detectives and uncles- undercover law enforcement- are assigned to investigate the complaints or to look into prostitution in certain geographical area. first thing they do? same thing we do. use the internet. some might even belong to this board. they might call the folks complaining to try to get some intel about a location.

before they visit, they will consult with the local DA who will prosecute the arrests. The DA has to be onboard, if she is not, the case gets. DP-lol- get your mind of the gutter, Decline Prosecution. The charges get dismissed and the arrests get sealed. like nothing happened.
so under state law and federal law, the undercover can not break the law to enforce the law. example? he can not have sex with the lady, can not get a massage, unless she is certain person giving massage is licensed. can not grope or touch the ladies private parts, etc. could be career ending for that officer.

so they have a script. call make appointment or just walk in. they will pay house fee and go to the room. will never ever get undress. wait for lady to come in. they ask for extra sexual services and prices. once the lady agrees, the officer will come up with an excuse to leave location. left my wallet, his phone will ring, too expensive, i feel sick etc.. mind you they already paid the house fee. they will leave and then write a detailed report of what happened. description of individuals etc. some will be recording, sound or video the interaction. it all depends.
read the article, no mention of a search warrant, but how you think they got the cash mentioned in the article? the warrant comes later.
soon after another undercover might do the same thing. same mo. now the action comes.
the DA will go to a judge with affidavits signed by the undercovers and will request a search warrant. they already have the probable cause to arrest the lady, mamasan, papasan. they execute the warrant and seize the cash and arrest the lady, that is how they do it for the amp in a commercial location. some of the undercovers are of the same ethnicity as the ladies. much easier to gain their trust. i have seen it many times.

if you are friends with providers i would hesistate to share this news with them especially the latin ones. To many old providers and managers this is a slap on the wrist, but for many of the younger providers one bad decision could mean they won't be allowed back in this country. The hotels and parlors are a quick way to make cash but I wish more girls kept a small circle of clients they could rely on for regular service. Much more discrete and safer that way. If a girl gets deported the manager will find a girl to replace her the next day and have no trouble sleeping about it.

I meant to say I wouldnt hesistate. Hate to see a girl sent back to a favela because she had dreams of showing off an instagram vacation which is the pitch most managers make to them to keep working

Seems like the UC is breaking the law though. He’s soliciting sex for money. Why doesn’t N.J.S.A 2C:34-1, B- (1) apply to the LEO pretending to be a paying monger? Seems like the crime is the asking not the fucking. Which is itself totally whack.

It has been my policy to not to speak of money. At the end of the session discretely leave the tip on the table. This way there was no verbal agreement and I am just leaving a tip but never specifically asked for anything. Not sure if this is valid but it seems safer than verbal and hand to hand exchange of money.

Correct - not once in my years of hobbying have I ever said out loud what I wanted. I'm just paying for a massage, anything else that happens is between two consenting adults.

This is why I don’t pay first, no discussion, no bartering. We do whatever we do and I leave the appropriate amount when I leave. Discussing the money is what will get you in trouble.
