From your description of her being really weird I was thinking this might be Apo aka April aka Jennifer. I’ve seen her around town over the years at numerous spots and she’s a chatty, odd one who often compliments herself in the third person. Had fs a few times at Jewel, a HJ there years later, and a bbj at beach with her a few months back when she tried to up sell for bare everything and I really didn’t want to do that. At no time did I experience the funky funk the OP did, but his description is very close to me memory of her.
