You should challenge him that he is a prude that he is against promiscuous sex based on Right Wing, Christian moral grounds and is only using the kidney damage argument to justify it. You know it, I know it, and he knows it. Notably, when I googled the kidney effects are very low, you can get periodic blood tests for kidney degradation, and Descovy has less kidney effects.
If he's legitimately worried about kidney effecys he should prescribe Descovy and periodic blood tests every 3-12 months. Otherwise, he's just using it as an excuse for objections to promiscuous sex with hookers. I recognize it (being older I suspect) for same old BS about not wanting to give teenage girls the pill or condoms, or get that sex education actually decreases unwanted pregnancies and decreases STDs vs it's a terrible sin to encourage kids to have sex by teaching them about it.
Objections to giving drugs for safe sex on morality grounds are violations of personal rights between consenting adults, like moral hypocritical objections to abortion. It's also violating his oath as a doctor, because he's exagerating the risk of PrEP, and not ball park determining the risk of getting HIV (like here) by both using and not using a condom. You know more than he abouy these risks. I will ask a PO what percentage of guys forego the condom. Ask your doc how come the FDA approved the PrEP drugs if kidney damage was a significant risk over medically safer but less effective condoms? In fact this topic showed that PrEP is significantly more effective than condoms.
If he doesn't write you a prescription after arguing he's being hypocritical about promiscuous sex, I would threaten to report him for bad medical practice.
