The cost to the tax payer is not going to be the arrests but an investigation that went on for half a year. Mailing the 170 plus guys victimized by this tickets does not get the headlines this TV tough guy sheriff wanted, and got. Arresting and charging the “trafficking victims” with felonies really is not the publicity he wanted.
Further it is immoral to jack up the charges on these women to force them to say they were sex trafficking victims when they knew they were not.
