I seen Chinese women promissed only massage and handjob work but when they get to America forced into Full Service after they are broken in....they just become a prostitute with no quarrels. Because they already been fucked a few hundred times. The mamasan holds their passports. And promises to release the passport after the shift is over. Some of them do. Some of them do not.
Among other things, no ID, hard to go home to see family, can't leave work environment to get a hotel, rent a car, fly home on their terms, etc.
It is a way their pimps/traffickers try to make it as difficult as possible to leave. Minimal if any English, no ID, no real money, in a place they don't know, and no one they trust. Certainly not LE. Imagine how you would function. It's a hell of a lot harder than most people think.

No clue about Tex's answer, but I was peripherally involved in some federal LE work years ago going after some serious bad guys. There were confiscated passports, women locked in cells and kept forcably adicted, drug running, and women who just disappeared and presumed dead.
Made some good contacts at that time who moved up a ways in various agencies. No details any more, but they confirm such things still go on, though they get frustrated at the Progressives and Thumpers who they feel do at least as much harm as good to taking down the real scum.

There was a woman named Vera who pretty much sucked off everyone in Newark NJ. I have no idea what your experiences are but if you got a blow job from her it would be the best you ever had or one of the best. She was a straight up junkie. If I followed her around and could listen to all of her conversations, I would know who she was fucking and sucking. I would also know who she buys her shit from. If I could follow that person, I would eventually find out who supplies him/her. I would also see his/her financial records to what ever point they stop doing things in cash. I should be able to move it up the line to a point where the information stops. The I could then arrest everyone and pressure them until someone flips and I get more info. Our boys in Florida didn’t seem to do this. They went for the low hanging fruit. Why on earth would they do this?

Not a cop, nor a former one. I used to provide some specialized services to some gov't agencies. The people I knew/know worked with LE on some efforts but did not always see things the same as LE because they had different interests that were sometimes parallel. My clients tended to think more as you describe, and often did not understand why local LE would often settle for reeling in the little fish.

Why does anyone in any profession go for low hanging fruit? It’s easy, takes no effort, makes you look good to higher ups etc.
If the cops followed her and went up the illegal chain. They would eventually have to get all suited up in jackets, guns & swat. There would be a gun fight. Someone might get shot or worse. Remember that ALL cops at the end of the day, just want to go home to their families.
My God, so what you are saying is that the police kept these women under surveillance for months knowing there was no human trafficking because they had nothing better to do? Then they set up cameras and let as many customers go through the spa as possible for a publicity stunt? All for a lot of low-level misdemeanors and felonies, noting that the felonies were a stretch using a trick of the law. All this just to get some press time? I am truly shocked and flabbergasted.
For women from china, it is not uncommon for their employer to hold them 'captive' by holding their papers. Suppression and subjugation. And of course, the history in china is one where women who come from the field often ending up as the "little three' in the relationship with their employer. They are escaping this as china evolves, but the old guard insists on their continued privilege over women.
How many of us are really free? The govt watches our every move, the Federal Reserve encourages us to become debt slaves. Many of us work soul crushing jobs, living pay check to paycheck, which slowly rob us of our humanity/dignity. Retirement is a pipe dream, likely to consist of only the brief moment between when your heart gives out and when you hit the floor. Sure, we the have the freedom to starve, the freedom to become homeless, etc. As Kris K said 50 years ago, 'Freedom's just another word for nothing left to lose'.
