Government spending is slowed down by "red tape" on purpose. The red tape is a series of checks and balances so that no one fucktard can decide to hand it all over to cousin Vinnie who takes off for the Caribbean. Stealing and mishandling still happens, but there is much less of it because of the red tape. Sometimes, the government will declare a state of emergency and unilaterally "trust" a reliable and proven entity to just go do the right thing, keep good accounting records, and check in with our experts, engineers and accountants on a daily basis. It might still go south, or it might work out great - time will tell.
